There's plenty of shame, really. Otherwise you wouldn't have people screeching about slut/kink/fat/whatever-shaming when their degeneracy is called out. If they had no shame, being called out for what they are wouldn't affect them. But instead, they get incredibly butthurt and try to act like they're being oppressed. Shame comes from within, and reacting in that manner means they know what they're doing is shameful, but they'd rather people just let them have their way and not remind them of it.

Works for businesses as well. Silencing someone for exposing your wrongdoings means you don't want people to know about it, because you know it's wrong and will affect your profit and/or stock price. Or to run it through a pop culture reference so the leftist retards understand it, "When you tear out a man's tongue, you're not proving him a liar. You're only telling the world that you fear what he might say."

Mao Zedong had a similar program, called the "Hundred Flowers Movement". People were encouraged to write in with their honest criticisms of communism and also report problems. They were assured all feedback would be thoughtfully considered and no one would be punished.
