In europe we have so many regulations and safety that such a shop would never exist (You do hve an idea on the fines you may get if you are "outside the law", do you ?) Look at the current Privacy laws, thay apply even to small companies... and the fines are "millions"

If the safety laws are that strict, than how do third party iPhone repair shops like the one in Norway exist? Wouldn't they be running afoul of the same sorts of regulations?
