I don't know if this is necessarily good, because it could lead to certain corporations buying up certain parts of the internet and then they would be putting restrictions on it, which is never a good thing. It would also make somethings harder for people to access more directly.

The internet should never work in this kind of manner, because it restricts freedom of movement, advertising products/marketing certain goods, and accessing certain things on the internet.

Text-only services inevitably lead to binary content being encoded into text. See usenet for an example of this. You would have to build in rate limits like "250 tweets per day" to prevent this from happening.
