You're responsible for it, in some countries you can be held accountable for whatever happens with it

If you use comcast and have one of their routers it has a second open hotspot that you are paying the electricity bill for. Know why they advertise thousands of hotspots? because they open up their users routers as a hotspot and advertise it. There is no way to turn that off from the router, you have to go to your comcast account online and find a buried setting to disable it. Comcast literally advertises that any of their customers could be connecting from any other person's ip.
