Well, it's technically accurate: Google is a rather massive company. I believe they've got enough cash reserves that even 4% of global turnover isn't going to make much of a dent, though.

The GDPR is basically a cash generator for the EU. Probably why California is doing almost the exact same thing.

The GDPR is actually a pretty decent bit of legislation. It specifically targets handing off people's personal data to third parties to dissolve responsibility and comes as a direct result of the many security breaches in recent years. When private interests don't take privacy and security seriously, this is the result.

Google risks mega-fine in EU over location 'stalking' • The Register

'"Under GDPR, such location data - associated with a Google account - is clearly personal data, breach of which could expose Google to a giant fine. '

'Laguna added: "We will likely see European Data Protection Authorities take a stance on this issue over the coming months."'

'Google has a strong historic interest in location data, being dubbed an "obsessive stalker". ', "AP's investigation this week described how Google continues to collect an individual's location markers, even when users believe they've disabled the data collection."

'Even before GDPR, the EU's privacy "wise men" - the Article 29 Working Group, now the European Data Protection Board - regarded location data as particularly sensitive. '

The question is who has more power the EU or Google as a global company with his lobby?

Google fucked up by providing people an "off" choice. If they were smart, they would have done what Microsoft did on Windows 10, and only let you lower it down to "basic". Then they would carefully word things to give themselves lots of wiggle room and freedom on the basic setting. After all, "Off" has a very strict definition.

I predict they'll fix this bug shortly.
