I suspect this is bullshit propaganda. 1.2 BILLION people is an absurd amount of data to try to handle. But It's disturbing nonetheless

No it's entirely possible. It not like the system has to recognize a random individual out of that 1.2 billion every time. With information about where people live and work, previous recognitions, their car numberplates, train tickets (can't buy any of that shit anonymously in China), and mobile phones, they can already narrow it down to a few hundred likely possibilities 99% of the time. Almost all people have very predictable patters in their movement.
