These are equivalent negotiations, except only one involves subverting the democratic process by adding something after people voted on it.

Your concerns about "taking away a tool" are silly and unfounded.

Pretty sure riders are added and then the whole bill, with riders, is voted on.

There is a process of going through committees and voting before bills can even be put up for discussion before the rest of Congress.

Sometimes bills for discussion are completely gutted and their entire contents changed after this process.

If the first committee is superfluous, it must be removed as a wasteful roadblock.

If the first committee is needed to review things, any additions to the bill are subverting democracy.
