It appears HTC does have a manufacturer backed method to unlock the bootloader (Maybe not on Verizon?) and that there are LineageOS builds for those. Even if your device can't be unlocked "officially", there are usually hacky ways to do so.
There is also the MicroG LineageOS project that attempts to recreate some of the proprietary Google APIs. You lose a small amount of privacy but get a tad more functionality. In case you're into that.
