Buy a cheap $80 Motorola phone, unlock the bootloader using the manufacturer's instructions, install LineageOS without any Google services. Only use stuff from F-Droid. Use AFWall to prevent applications from talking to the internet that shouldn't. Use location services that either pull from wifi/cell databases other than Google, use a local-only location service that either builds a database locally or pulls from a pre-downloaded DB. I have never been happier. Well, with my phone. :-)

Now... I have 2 HTC one M9 phones, can I do the same on those?

It appears HTC does have a manufacturer backed method to unlock the bootloader (Maybe not on Verizon?) and that there are LineageOS builds for those. Even if your device can't be unlocked "officially", there are usually hacky ways to do so.
