The article mentions some random employee speculating that the attackers were using rubber bullets. Let me ask one question: What kind of criminal buys rubber bullets?

I doubt it was rubber bullets. Slingshots and gravel would do the job, attract little attention, and be easy to conceal.

I believe they sell ceramic slingshot ammo so you don't have to break your own spark plugs. Not sure if they have the sharp edges/corners for breaking glass though.

Pretty sure rubber bullets are only used by police and military police. I haven't actually seen anyone or anywhere sell them on market before

They'd be dead easy to make. Oil a lead bullet, cover it with low melting point hot melt glue, let the glue harden, pull the bullet out, oil the inside, squirt silicone caulk inside, and peel/melt the glue off when the silicone cures. Then pry the lead bullet out of a cartridge, and shoehorn the rubber one in.

The difficult part will be keeping the rubber from getting pushed into the cartridge in the magazine. I recommend bolt action to avoid this.

It would be easier to put a rubber slug in a shotgun shell.
