Given that the following:

  1. The primary RNG (random-number generator) software used for ALL modern encryption was co-developed by the CIA.
  2. The CIA's public investment branch, In-Q-Tel, was the primary DONOR of IP patents to all modern major technology companies (Google, Apple, Microsoft, Facebook, etc).

I would suggest it's safe to say that modern encryption has been successfully backdoored from it's conception.

Maybe, though there are various audited open source solutions. If they were on there, I'd expect it to be at the hardware level?

Possibly, since both Intel and AMD processors have built in sub-level 3 SoC's that contain a network stack and can be accessed when the computer is shut down as long as it's connected to a power supply.
