Under the terms of the settlement, Conrad himself will pay out $533,692 in fines, disgorgement, and interest. Zenefits, meanwhile, will pay a $450,000 penalty. As part of the deal, neither Conrad or Zenefits will have to admit or deny any of the SEC's findings and charges.

Its not blackmail/bribery when the government does it....

Imagine a schoolyard dispute, in which one child takes $5 away from another; the teacher responds by taking $1 from the perp, and then dropping the matter.

Nothing was stolen. Nobody was ripped off. This is more like a cheating student getting fined and then dropping the matter.
