This is a society where many were not potty trained. You had to be potty trained. It is a learned behavior and not an instinct.
It does not help that their infrastructure is not developed and reliable enough to matter in a lot of areas.

Driverless cars in Indian cities wouldn't last a day. That shit is pure chaos most of the time.

Well that is a good move, considering the fact that India is a service based economy they should do everything to make it grow or be consistent.
