Keep in mind, I'm not using the SocJus variant of the word, here. There is plenty that is offensive to rational and reasonable people. For example, CP, just to name one subject. But even in those cases, a computer can only tell those types of pictures by technical aspects like hashes of unaltered files. A human element (community flagging) is required for the rest of the way, because a computer can't tell one new picture it's never seen before, from any other offensive or non-offensive content.

Of course and thats the problem that is discussed in germany right now, a legeslation was passed to force (((social media))) to remove offensive content or be fined up to 50mio while deleting non offensive content by mistake carries no punishment.
