I disagree. Steam is a bigger influences to devs then Microsoft is (especially in the Indie scene). It would not surprise me if Valve ends up taking less of a cut if the product is purchased on Linux/SteamOS to promote development.
You can hope, but there is no hope, money talks, and M$ has way more interest and money to keep AAA games on windows, because on privat use very few people would be using windows when they could play on linux the same games.
