'Effect', as a verb, is used to indicate the manifestation of something new; 'meanwhile, Affect' indicates influence or alteration of something that already exists.
For a rule of thumb, 9 out of 10 times you're looking for 'affected', 'effect' is rarely used as a verb these days - it's more used as a noun (when it implies the outcome or consequence of a cause/action). The reverse is also truth, 'affect' as a noun is pretty much outdated and you won't find it much outside of poetry.
