Yes it is fairly useless but it does show that they were only using the data to track terrorists. They weren't conspiring to control the population, they were just doing what they were suppose to be doing.

Using data (unsuccessfully) for "good" causes in no way proves they aren't using the same data for nefarious purposes, like parallel construction of cases.

No it doesn't, they could very well be using it for bad and the government does need to be held accountable if it does do anything that isn't in the interest of the people. Jumping to conclusions about conspiracy theories based on nothihg but your imagination isn't a rational thing to do.

Unless there is any evidence to suggest that they are doing these things, then I don't think it is rational to hold the belief that the government is conspiring against its people. It doesn't mean that they shouldn't be monitored to make sure they are doing what they say they are doing though.
