Actually we already know it was used to find terrorist suspects. It's effectiveness compared to other methods is questionable though.

They already got access to the information from the NSA. The NSA was used for monitoring terrorist activity. It wasn't as useful as other methods but it was designed to find terrorist activity using meta data. It isn't some big conspiracy.
