I would say that from my experience, the bigger reason is support rather than just training (though I agree that training is a big component also because time lost learning tools is time not earning money, because for a large company, 2 hours per employee is equal to the cost of the Microsoft license). LibreOffice support would come from in-house, however MS Office is a mature product with more business implementation, and microsoft has better support than LibreOffice.

I have never been at a company with outside support for MS Office, it just falls to the IT department to handle it. And you are correct about the cost of the license vs training but it is only true for 1 year, year two is bit different as there is no training but they won't sacrifice this year for next year on the accounting sheets have to think short term profits.
