That depends.
Battery powered devices are designed specifically to use as little power as possible; many simply disconnect the battery from the circuitry.
However, anything that is plugged into the wall is probably consuming more power than you think it is.
Many plugged-in devices use transformers to convert line voltages into voltages more suitable for the device. These transformers will continue to consume power even if the device is turned off.
