It seems likely that they want to serve her with some kind of secret warrant, probably in relation to one of the cryptographic systems she works on -- possibly to get her to insert a back door in one or more of them. She has a personal warrant canary, the first one I've come across.

Meet with them. With this much history of trying to have your lawyer speak with them on your behalf, and their explicit statements that they want to speak to you without a lawyer present, it could be beneficial to go in there and spill the beans. The FBI clearly hasn't had its hand slapped recently enough due to fruit of the poisonous tree.

Obviously, talk to a criminal lawyer about this before you commit to it, but it's a great tactic to keep them from ever being able to use specific evidence.

Problem is that anyone who values their life, would have to be willing to forfeit it to walk into that "meeting" at this point. The FBI is doing something wrong, they aren't going to just throw their hands up and say "Whelp, you got us! Good on you..." Once they have you, they could do ANYTHING.

No lawyer is going to make them release you, undo the torture/damage that was done, or anything else.

Best thing for her is publicity of this situation. If she goes missing, anger would be a good next step.

Meeting with them is the worst thing she could do.

They know that nothing that she is doing is illegal, but they want her to stop.

What they would do is take her into a private room, with no camera or audio recording, ask her some fairly benign questions while scribbling on a notepad, and then release her.

The next day she would be arrested for lying to a federal agent, which is a felony. It would be her word against theirs without any video or audio evidence for her to mount a defense.

This isn't their first rodeo and she wouldn't be the first person they've done this to.

Thats sarcasm, but if you read the article, the message conveyed to her is, we have 5 agents in 5 different cities on alert to intercept and speak with you, to deliver you papers (which the informed know may actually be legally binding orders enacted upon her receipt, which may hobble her legal ability to work at her job). But of course, make out its just a harmless business card, nothing to read into there...
