Wouldn't just not allowing KB3035583 to be installed via WSUS make this redundant or is this more for domains without WSUS?

Everything I read suggests doing this work some of the time and not most of the time. There are several different ways to stop the upgrade. The one that seems to work every single time is this registry change.
