I understand these concerns, and in turn:

  • The requirement was put into place as an attempt to avoid a repeat of what has occurred several times thus far (an influx of users comes in, new users request subverses, abandon the site after a few days and the subverses aren't available for request for thirty more days).

  • @LaconicSpecter also requested the subverse and will be eligible to request it again in five days if s/he wishes to.

  • reddit status plays no role in the decisions made regarding subverse transfers. All criteria here are related to Voat activity — if the reddit Moderators of /r/RWBY happen to be more active and established members of Voat, then there is nothing to restrict them from requesting the subverse. Events that occur off-site cannot be used as a basis for actions taken on-site.

This requirement may be an irritation to those that truly do have good intentions regarding the future of the subverse and the site, though we cannot validate these intentions and new users have not built up much credibility regarding the likelihood of them continuing to curate the subverse. It's a necessary obstacle in order to impede the swarm of new users that don't intend to stick around for more than a few days and, in turn, leave the subverse to 'rot' for another thirty days.
