Supposedly it's to increase net availability in developing countries in South America, Africa, etc. but that's likely just covering up their intentions to farm personal data.

Because they want to get more people using Facebook, and at this point, that means improving Internet access in distant areas of the world via geostationary-orbit satellites (because creating and launching that satellite network is cheaper and safer than actually running fiber optic cables across the distant continents).
