It's an effect of the magnetic poles alligning with the rotational poles. This is also what determines the concentration and formation of planetary rings.
It's not that unique. Whenever the two axis line up in a celestial body this will happen. Uranus has it too , and rings to match.
It even happens in galaxies like m61
