I've always understood "arms" as any weapon a person can reasonably hold. Back when the document was written, I don't think they envisioned every citizen owning a cannon, those were typically classified as "armaments" or simply "weapons".

In the same vein, today's standards should be that citizens can purchase the newest AR-15, or something along those lines. But I don't think "arms" would extend to all capable citizens being allowed to purchase Abrams tanks.
