Purifying enough fissile material for a nuclear deterrent is too hard.

Nukes, chemical, and bioweapons are not standard issue and are therefor never on the table. Only what is standard issue.

I've always understood "arms" as any weapon a person can reasonably hold. Back when the document was written, I don't think they envisioned every citizen owning a cannon, those were typically classified as "armaments" or simply "weapons".

In the same vein, today's standards should be that citizens can purchase the newest AR-15, or something along those lines. But I don't think "arms" would extend to all capable citizens being allowed to purchase Abrams tanks.
