If this were the case many of the people in the Detroit suburbs (who all get their water from the Detroit municipal supply) would exhibit this, and don't.
It is more tied with the use of fill dirt in urban environments which often contains heavy metals and potentially other toxic materials. You'll see this is pretty much any city that was largely heavy industrial in its early history.
