I think (although I'm no expert in any biological science) that detection in this context means a non-invasive screening at an early stage (ie, before any overt syntomps are showing). Acording to the article, the tests are a blood test (CA125 levels) that has high variability among women and seems not very effective, and ultrasound imaging, which can probably only detect the cancer when the tumor is big enough (probably too late already).
People shouldn't be eating 300 carbs per day. Carb/sugar feed tumors. A ketogenic/low carb diet starves tumors. If you are eating excess carb/sugar you are feeding the growth of cancer.
