Because just downvoting doesn't tell readers if the original link is a paywall. Replying with a non-paywall link is great, but not everyone knows how to find non-paywall stuff for the whole study.

Why shouldn't we have rules about no links to article with paywalls?

1 - Linking to paywalls can be considered spam.

2 - It's not stopping or trying to censor any information. If anything the opposite. It's trying to make sure info is available to everyone.

There is a difference between censoring and filtering spam. Intentional paywall links, while not always intentional, are still spam to the majority of readers.

You could ask a paying member to save a webpage and then upload it to a cloud service such as Mega, but you'd have to find someone here with a subscription. Personally I can't help you out much.

I've seen the new dangers of Mega, but a lot of folks still use it for hosting copyrighted content. Either way, falling back to P2P file sharing is always an option.

The problem is that you don't always knkw when something is paywalled. When I'm on a vpn to uni and find an interesting article I have no clue if I did or did not pass a paywall. For me it never showed up. When I'm at regular internet I usually can't even find those articles.
