I think a Mars cycler would work. We could modularly construct two (or more) ships akin to a heighliner (yes, from Dune) that then become inserted on this orbit in complementary points. Now we have regular transport to and from Mars where we only need fuel to get from the planets to the rendezvous point (which is already within our grasp) and the fuel needed for station-keeping on the cycler orbit.

Very ingenious orbit, provides surprisingly short transfer times. Still leaves the problem of getting in and out of the gravity well, which is the most expensive part.

Expensive sure, but by the time we have the tech to be the transport ship, we should have better methods into orbit.
