They want to get their hands on some of the resources that are earmarked for health to conduct studies on sjw bullshit
Exactly. This is how they subvert everything: they redefine the rules to allow them to subvert the intent of the law and use the money for the purposes they want rather than the purposes for which it was allocated. If they're on a school board they'll tell you they have to spend education money on giving illegal immigrants free food because it helps illegal immigrant kids do better in school. They'll declare "hunger" an emergency issue for the students in their district to grease the skids. If they're on a city council they'll declare homelessness a health crisis so they can spend money that was supposed to be for getting uninsured infants health care on providing homeless services. If they're on a county board of supervisors they declare that homelessness is affecting ridership on public transit so they can spend federal and state transportation dollars building bathhouses for homeless people.
The bottom line is that these people have an agenda, and when Congress or their state legislature doesn't allocate funding to their pet causes they simply redefine things to allow them to divert the money wherever they want it to go. This is why you have to starve the beast. No matter the good intentions of any government program, it will eventually be hijacked by people with a different agenda just the way tumors hijack blood vessels. The only way to prevent them from metastasizing is to prevent access to money. Starve the beast.
