the projectors exist but only small scale. definitely can be scaled up, but it would become harder to aim the projector. because of refractions, accuracy would be real bad, but im not saying that its not possible to find a compromise and make it work in some way. a single radio telescope aiming at the right spot up in the atmosphere will significantly affect the electric charges too, by just charging up the air and floating particles. if it is strong enough.

yes. human radio emissions play a role in the formation of weather. but it is still a natural lightning. you couldnt tell if it was created intentionally or not, unless you can spot an obvious artificial pattern in the lightning.
