there are 2 kinds of lightning, normal lightning bolts, and ball lightning.

it works like a projector. instead of projecting a 2d picture made of 2dimensional pixels, it projects a picture into 3d space made of 3dimensional voxels. a 3dimensional hologram consisting of plasma can be projected into the air. each voxel is a small ball lightning. this is done by crossing 2 plasma projectors beams and firing simultaneously, where the beams hit, for a fraction of a second, a visible ball lightning occurs, producing a cracking sound, the projectors fire repeatedly, to keep the hologram visible for more than a second. 3d animations can be generated, maybe even an animation of a fake lightning bolt. but a real lightning bolt always discharges between 2 distant points, while the projector only creates localized explosions of plasma but can do so at high frequency. maybe it could be used to excite an already charged athmosphere, like a tipping point to extract a natural lightning bolt from the athmosphere.

Ok...that is very interesting. Are you saying that the "projector" could be man-made? What you describe seems to fit. Holograms have come a long way...have seen a gymnasium full of people respond as if what they were seeing was real.

The still I captured definitely shows something unnatural....and can be found twice in the video. I shared it in a reply to someone but I should have posted it in the body of the message. I will go do that now.

the projectors exist but only small scale. definitely can be scaled up, but it would become harder to aim the projector. because of refractions, accuracy would be real bad, but im not saying that its not possible to find a compromise and make it work in some way. a single radio telescope aiming at the right spot up in the atmosphere will significantly affect the electric charges too, by just charging up the air and floating particles. if it is strong enough.
