No, toward the end it said the king had to pressure them to pay him at all, and he didn't get the money until he was 80 years old only to die three years later. I remember reading elsewhere that they didn't want to pay because he was a "mere commoner".

Thats horrifically dishonest of the government. It affects future similar promises and offers.
