I might be reading this wrong but aren't the cyan bars and blue line showing data coverage of the ocean at those two depths? The Y-axis for those two pieces of data are percentage, not temperature so I think that is showing either how much of the ocean they could measure in those years or maybe what percentage of the data comes from those depths at those years.

I'm not as sure as I was before, and I'm having trouble finding any further resources. Like I said it was a quick review of the data. Does this chart simply not show the top layer findings?
The argo chart labels the red graph as 0-2000 meters and the black graph as 700-2000 meters so the red is supposed to represent sea level temps while the black excludes the surface temperatures it appears
