No. What we are saying is that some races are predisposed to ill temper and an inability to learn beyond a certain level. Outliers exist, of course, but as a whole, the data plays out.

It absolutely doesn't change temperament unless you're using physical violence.

It does. But genetics play a bigger role. The heritability of IQ for adults is as high as 80% and 86%.( Plomin, Robert, and Ian J. Deary.
