When my kids were very little, I came across some development milestones described as 'playing with others' and 'playing near others'. The difference between the two milestones were that at around 1-2 years old, a child can play in the same space as other children, use the same toys, but not necessarily acknowledge the other children. It isn't until they're about 3 that they begin to coordinate play with peers.
This story of the octopus city looks to fit more in the 'playing near' category than 'playing with.'
