I'm confused by two versions of reality.

In one reality, the government has secret technology that is 10 years or more ahead of publicly disclosed research findings. If that were true, then the government has already harnessed AI to accomplish the things you're talking about.

In the other reality, the government is so inept that they can't even do shit with the massive amount of data they collect, and if anything are drowning in data that they have no idea what to do with, and therefore fail to predict anything, or gain any actual intelligence, including looking at and dismissing credible reports of individuals with links to terrorism, and then we have an event that exposes our inability to make use of any information even if it points at individuals.

I think the real question on this is, if they did create an actual AI, what is it looking for if it isn't giving those spy agencies the data they want?
