It has to do with a long history of cheating in china for civil service exams. Cheating is a small dishonor on the family if caught (a student can just try again "honestly"), but can lead to lots of success by securing a good job or government position. So cheating is rampant in china and has been for a very long time (500+ years).

The civil service exams were heavily on philosophy and not practical knowledge. It was also in a shed surrounded by other sheds where you were alone. It was really common for people to bring in pre-written essays or even hire someone to take it for them.
