For starters I would make it fireproof, churches have a tendency to spontaneously combust in this day and age. Funding should come from the faithful, and if you do it right, so should the labor to construct it.

Probably rebar and slipforming. It would be interesting to try one with polished concrete mural. You'd probably need robots to pull it off but the result would be acoustically and visually amazing.

3D printer can do it.
Go to China, promise to preach the party line, they build it and pay for it.
DIG UP A BONE OR TWO, CLAIM IT'S SOME APOSTLE, PLACE A SHRINE IN THE BUILDING FOR THE DEAD MAN BONES, AND YOU HAVE YOUR CATHEDRAL.
Just remember, NO CATHEDRAL proclaims the True message of Yahweh.

Form a community and either tax them or collect donations. Then hire an architectural firm to draw up whatever it is you've got in mind and hire a construction company to build it.
Edit: There are of course countless additional details that would need to be worked out, but it's quite doable once you've got millions coming in.

I agree. Are there specific grants or anything that can be obtained. I'm really only thinking about a small stone based 50' spire added to an existing building and a matching stone wall maybe 40'x 10'

I don't know about grants and such, but building pretty much anything is expensive for most folks, which is why mortgages are called mortgages.
