Don't report on something before that something actually occurs.
"About to" implies that said event is possible when it usually isn't. Plans aren't news only results.

I agree with you that this isn't truly newsworthy at this point in time. When it goes live in probably a few months, it's surely an advancement in the field as it seems significantly larger than the Japanese LHD. I'd then consider it the biggest leap in German energy technology since Bagger 288.
