I just found a gps/beacon combo device last night I want to research. Until then, I'm using Sygic. Download maps by state, gps, directions, free. Still need cell data to get routes but gps + maps offline = win.
The national park system also has a phone app with downloadable topo maps and a cell based emergency beacon. Also free. It's called "PocketRanger"
