My city (population 5000) is kind of out in the boonies. It used to be one of those places where you could pretty much do anything you want. About a decade or two ago, there have been two major developments in the city targeting rich retirees. As a consequence, city hall has started to become more and more accommodating towards these developments' demands.
So, for instance, one city law is that a person can't have chickens unless his property is at least 1 acre. My lot is only 1/2 acre. This is plenty of room for a couple of chickens. The problem isn't the room. The problem is the old farts two miles away live in expensive houses and those kinds of people don't want to live two miles away from a person with chickens.
So... I've been mulling it around... I'm tempted to raise a few thousand chickens on my land outside the city and release a few every night at random locations inside the city and see what happens. Just thousands of free range chickens EVERYWHERE. Chickens in the Mayor's yard. Chickens on the Golf course. Chickens on the old fart's porch harassing his chihuahua.
If there are enough rouge chickens running around. I suppose that's enough plausible denyability for anyone who wants chickens in their yard.
