which mouse do you think is more creative?

one mouse is locked in a cage with a piece of cheese, another mouse is locked in a maze with a piece of cheese at the center? which mouse will be more creative? which one will solve problems better? now consider humans. which human will be more creative? the one who can use a clear road to achieve their goals, or one who's goals cannot be reached easily and must be reached by manipulating other people? the problem isn't the people, the problem is the goals that people are allowed to achieve. when you give someone a goal that they cannot legitimately achieve some of the more creative ways will find illegitimate means to achieve that goal anyway.

we need to stop showing the mice so much cheese, because the one in the maze will figure a way to the cheese, even if it isn't through the maze but instead over it. we need to stop lying to people about becoming very wealthy, because some will find ways to do become fantastically wealthy even by illegitimate means. and we need to be VERY careful about the things that people are innately drawn to through biology. we can expect nearly everyone to want to have good food, good sex, good sleep, and good companionship. these are biologically hard written into everyone, and what you make illegal will create a puzzle for the creative to solve. the solution might not work out well for the majority.
