The GOP has a similar system. This is not a partisan issue. Trump's enjoying the lead he has because the establishment idiots are splitting their votes, whereas Hillary's the only establishment Democrat. If it was a dead heat between Trump and one candidate, you'd be hearing a lot more about this happening to him as well.

I was curious so I checked the GOP listing.

I'll concede that there are fewer of them and they are limited in their power compared to DNC superdelegates, and that the GOP has certainly put a leash on them, but the concept of two-tier delegation systems exists in both parties and they both exist to stop outsider candidates and reward party loyalty.
