Campus security can't write citations at all. That's an actual cop that just doesn't know that he's destroying the very thing people expect him to protect, all in the name of "Feelings".

Sometimes colleges will have their own real police force.

They might have real officers that are assigned to that area, but it's not the "College's Police Force", it's "A set of police officers present on campus". Quite a difference - The college has no jurisdiction over how said officers act. (Or at least, they're not SUPPOSED to have any more than anyone else reporting a crime or disturbance. Whether that holds up to reality in every case is a separate matter. . . )
