I think the point the article is making is that he knows he won't win but is willing to spend 1 billion to prevent Donald trump or Bernie Sanders from winning because Bernie's socialism and Trumps protectionism and the fact that neither one of them are beholden to donors threaten the elite neoliberal consensus
