Under the USA's legal system, it's the norm in criminal courts for prosecutors to threaten prisoners with trumped up or grossly exaggerated charges and then offer the accused a plea bargain for some much lesser charge. Because juries have a conviction bias, it's a very risky proposition for an accused to stand trial for a crime even if they're completely innocent. Especially when the exaggerated charges are felonies, and the plea bargain a misdemeanor.

Except, it's hard to qualify for those public defenders, I couldn't afford a lawyer if i were involved in a case, and yet I make about 20k too much a year to qualify for a public defender here in indiana. On top of that, public defenders are incredibly overburdened, carrying hundreds of cases at a time, and spending an average of a few minutes on each case in some municipalities.
