Under the USA's legal system, it's the norm in criminal courts for prosecutors to threaten prisoners with trumped up or grossly exaggerated charges and then offer the accused a plea bargain for some much lesser charge. Because juries have a conviction bias, it's a very risky proposition for an accused to stand trial for a crime even if they're completely innocent. Especially when the exaggerated charges are felonies, and the plea bargain a misdemeanor.
